Cardano's treasury vote on a police evidence system remained short of approval in the voting record checked on November 6, 2026. Trivolve Tech is seeking 9.6 million ADA for its Police Force Management System, or PFMS, with the Cardano Foundation named to administer the funding.
The action was submitted on October 21. Cardanoscan's November 6 snapshot showed 26.7% DRep support against a 67% requirement, while two of seven Constitutional Committee members had approved its constitutionality, short of the five required. These are changing voting figures, not a final result.
The evidence would stay off the blockchain
PFMS is designed to follow evidence through police work, forensic investigation, storage, prosecution and court proceedings. The proposed first deployment is in Telangana, India, according to the project materials and the Cardano Foundation's event announcement.
The distinction is what the network would record. Cryptographic fingerprints, also called hashes, and timestamps would go onto Cardano. The sensitive files and personal information would remain outside the public ledger. A later check would compare an evidence record with its earlier fingerprint.
That design addresses whether recorded data has changed. It does not, by itself, establish whether the original information was true or whether every relevant event was captured. This is a limit of the proposed verification method, rather than evidence of any identified failure in the project.
The Foundation scheduled a dedicated Governance Hour for November 5 to examine implementation, measurement and oversight with Trivolve Tech. Its announcement framed public-sector deployment as a practical delivery question as well as a potential source of blockchain activity.
Five payments, with the largest share conditional
The proposal sets a 15-month schedule: 1.8 million ADA when the administrator contract is signed; 2 million at months three, eight and 12; and 1.8 million at month 15. Its spending ceiling is $2.88 million, calculated at $0.30 per ADA. The separate $2.208 million planning figure uses $0.23 per ADA and is not a current market valuation.
In its voting rationale, the Foundation says the final four tranches, totaling 7.8 million ADA, require checks by an independent assurer and the administrator. It also discloses its position as a co-author and administrator, with a 200,000 ADA budget allocation for administration expenses and taxes.
The Foundation voted yes on October 30. Its support therefore comes from an organization that would also help deliver the funding arrangement. That disclosed role matters when readers assess its favorable evaluation.
Why a count of delegates cannot settle the vote
Cardano's governance documentation assigns treasury withdrawals to two bodies. Delegated representatives, known as DReps, vote with the ADA delegated to them. The Constitutional Committee checks whether an action complies with the constitution, with one vote per member. Stake pool operators do not vote on this action type.
Consequently, a simple count of supportive delegates cannot establish whether the funding has passed. The relevant measure is their voting weight. Nor is choosing a stake pool the same as choosing a governance representative: readers comparing the roles can find the operational background in the crypto staking guide.
The governance specification also distinguishes an explicit abstention from leaving a vote uncast. Abstaining stake is excluded from active voting stake, while eligible registered stake that does not vote counts against approval. Votes and delegation can change before ratification, which is checked at an epoch boundary.
A working predecessor is a different deployment
The Cardano Foundation's separate case study says Trivolve Tech's Forensic Management System, or FMS, is already handling active cases with police in Uttar Pradesh. It describes handlers receiving different evidence identifiers and scans and laboratory results being anchored to Cardano.
That account supports the Foundation's description of a predecessor system. It does not establish that the larger PFMS deployment in Telangana has launched. The treasury proposal concerns a further build, and no Telangana government announcement confirming the proposed rollout was located in the official-source searches conducted for this report.
The Foundation's rationale argues that the treasury would finance reusable software while the state would cover operation after launch. It also points to potential transaction growth. Those are reasons offered for funding the proposal, not proof that the anticipated activity or revenue has already arrived. Network usage and treasury income are also different measures, a distinction relevant when reading how blockchain transaction fees work.
The next decision is still approval
Cardanoscan lists the expiration as November 20, 2026, at 21:44:51 UTC. The proposal listings reviewed were inconsistent about the associated epoch label, so the calendar deadline should be checked again before voting.
Under Cardano's governance rules, an action that does not achieve ratification before its deadline expires. PFMS must clear that decision before its delivery schedule becomes the central test. Approval, payments and demonstrated use are separate stages, and the current record establishes only that the funding request is still being considered.
